"The Ambulance Down in the Valley" or "T'was a Dangerous Cliff" was written in 1895 by Joseph Malin, a patriarch in the "Independent Order of Good Templars". The order were militant prohibitionists. The "fence" represents completely stopping the manufacture and sale of alcohol - removing the choice of everyone so that those who choose poorly won't be harmed.
